CITY APPROVES SIDEWALK REPAIR ASSISTANCE PROGRAM TO IMPROVE NEIGHBORHOOD SAFETY

(Turlock, CA | December 10, 2025) - The Turlock City Council has approved a new Sidewalk Repair Assistance Program aimed at making it easier and more affordable for property owners to fix damaged sidewalks, improving community safety and neighborhood walkability. The program combines financial assistance with clearer, streamlined processes to help repairs happen more quickly and consistently citywide.

For many years, City policy has required property owners to keep sidewalks in front of their property in safe condition. However, residents have often faced challenges with repair costs and contractor availability. The new program is designed to lower those barriers and strengthen the City's partnership with property owners as together we work to enhance safety in every neighborhood.

Under the primary assistance option, the City will hire a contractor to complete the work, ranging from minor grinding to full panel replacement, and cover 55% of eligible repair costs up to $1,250. A second option will provide enhanced help for income-qualified property owners, covering up to 85% of repair costs up to $2,500. The program also includes expanded support to simplify the encroachment permit process and make it easier for residents to move forward with repairs.

“Safe, smooth sidewalks are essential for children walking to school, seniors staying active, and residents and visitors with mobility challenges getting where they need to go,” said Municipal Services Director Christopher Fisher. “This program is about partnering with property owners so we can fix problems faster and make our neighborhoods more walkable for everyone.”

The Council also approved municipal code updates that clarify procedures for notifying property owners, reinforce shared responsibility for sidewalk maintenance, ensure repairs are completed before a property changes ownership, and outline steps the City may take when timely repairs do not occur. These changes are intended to protect public funds while keeping the focus on safety and cooperation.
