Engineering Technician, Senior


DEFINITION

Under direction of the City Engineer to perform advanced technical paraprofessional engineering work which may include site plan reviews, acting as survey crew leader, the inspection of engineering construction of public work facilities, assemblance of plans using computer aided drafting and the enforcement of compliance to City standard specifications and acceptable industry standards. This classification is assigned to the Miscellaneous Bargaining Unit for labor relations purposes and is subject to overtime, standby and call back assignments.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by a higher level professional engineer. Responsibilities may include functional supervision of subordinate paraprofessional positions.

ESSENTIAL FUNCTIONS - Duties may include, but are not limited to the following:

•Inspect a variety of public works construction projects for conformance to plans, specifications, city standards and acceptable industry standards.

•Perform minor contract administration responsibilities for City projects.

•Perform project plans and specifications review, pre-project reviews, project accounting, project testing and project final evaluation.

•Develop specifications and review construction plans; perform drafting, surveying and soils testing.

•Make periodic reports to supervisors regarding project status; maintain records.

•Head survey party in conducting construction, property and topographic surveys.

•Respond to complaints and requests for information from the public and contractors.

•Write and issue encroachment, water and sewer permits.

•Perform related duties as assigned.

•Perform drafting and design work on computer aided drafting and design equipment.

•Assist in the operation of traffic counting equipment, annual traffic surveys and manual traffic counting.

MINIMUM QUALIFICATIONS

Knowledge of:

  • Principles and practices of engineering as applied to construction activities.
  • Engineering calculations.
  • Methods, materials, procedures and techniques used in public works construction.
  • Soil sampling and materials testing techniques.
  • Surveying methods and equipment.
  • Computer aided drafting.

Ability to:

  • Interpret complex construction plans and specifications.
  • Communicate clearly and concisely, both orally and in writing.
  • Operate survey equipment effectively and record related data.
  • Establish and maintain effective working relationship with those contacted during the course of work.
  • Operate computers and engineering related software.

EXPERIENCE AND EDUCATION

Experience

Five years of advanced journey level field and office experience performing complex engineering work including design, drafting, mapping and survey work, or two years of experience as an Engineering Technician II with the City of Turlock.

Education

Equivalent to completion of an Associate of Science Degree from an accredited college or vocational/technical institution in an engineering related field and three (3) units of supervisory/management training.

LICENSE OR CERTIFICATE

Possession of a valid California Driver's License at the time of appointment, to be maintained as a condition of continued employment.

PHYSICAL REQUIREMENTS

Maintain the following physical abilities: See well enough to drive a vehicle and to make visual inspections; hear and speak well enough to converse on the telephone and in person; be able to communicate clearly without amplification; bodily mobility to move rapidly from one area to another, sometimes over rough terrain; sometimes bending over and lifting up objects.

NOTE: When this position is filled through flexible staffing, the requirements as defined in the flexible staffing program must be met to be eligible to promote to the Senior Engineering Technician classification. Some skills must be verified through an in-house testing process.
