COVID-19 Update #5

The evolving Covid-19 situation has necessitated the opening of the Turlock Emergency Operations Center (EOC). This action is precipitated by the confirmation of the 5th confirm COVID-19 case in Stanislaus County, although all confirmed cases are in Modesto. Turlock’s EOC is located at the Turlock Public Safety Center on North Broadway.
Turlock is working extensively with Stanislaus County Office of Emergency Services and has drafted a Turlock Specific Incident Action Plan to assist in mobilizing local emergency and support resources to meet the needs of “at risk” populations for the delivery of emergency medical care, public safety call as well as food, and medicines, if necessary.
Yesterday (Tuesday), the City of Turlock Interim City Manager Michael Cooke, issued a Proclamation of the Existence of a Local Emergency (“Proclamation”) in response to the COVID-19 pandemic. The Proclamation follows President Trump’s declaration of a Nationwide Emergency earlier today, as well as Governor Newsom’s statewide declaration on March 4, 2020, and the World Health Organization’s characterization of the COVID-19 outbreak as a global pandemic this week.
The Emergency Proclamation is an important step to allow additional resources to flow into the City, to assist with the costs of efforts already underway to curb the spread of COVID-19 and protect the health and safety of City residents. The City is prepared and will continue to plan to address any possible spread of the coronavirus.
As of today, Stanislaus County Health Services Agency is NOT planning a “shelter-in-place” order nor a “stay-at-home” recommendation as other counties have done, however, this may change. For now, all City of Turlock employees are working normal schedules should attend work as normal. Department Directors are developing contingency plans should recommendations for “sheltering-in-place” or “stay-at-home” be implemented, including modifying work schedules, implementing administrative leave, and developing a call-back system.
To insure the health and safety of employees, City Department Directors are continuing to review all work assignments and working conditions to ensure we implement the guidance from the President, the Centers for Disease Control, and the County Health Services Agency.
