New California Building Codes
Notice: Adoption of 2025 California Building CodesEffective January 1, 2026, the 2025 California Building Codes will go into effect and apply to all new permit applications submitted to the City of Turlock Building & Safety Division.
To be reviewed under the 2022 California Building Codes, the following must be completed:
- A complete project submittal uploaded to the City's cloud link (request the link by emailing eplansbuilding@turlock.ca.us)
Note: Incomplete submittals will not be accepted - Paid plan check deposit
- Complete submittals must be received by December 15, 2025, at 5:00 PM PST
Submittals received after this deadline will be processed under the 2025 California Building Codes, following standard submittal process.

About the Building and Safety Division
Our goal is to enforce the minimum standards to safeguard life or limb, health, property and public welfare. This is achieved by meeting the California Building Codes related to the design, construction, quality of materials, use and occupancy, location, and maintenance of all buildings, structures, and certain regulated equipment.ELECTRONIC PLAN REVIEW
Beginning July 1, 2018, all new applications for significant residential and commercial projects, new construction as well as improvements, shall be submitted in PDF format. All submissions shall include a permit application and supporting documents delivered on non-returnable flash drive.

Electronic Building Plan Submittal Standards
VOLUNTARY CERTIFIED ACCESS SPECIALIST (CASP) PROGRAM
All commercial construction or business licenses applications shall review the Voluntary Certified Access Specialist program for information related to access compliance requirements under both state and federal law. Additionally, applicants are strongly encouraged to obtain a CASp consultation and inspection of all commercial properties.

HOME SAFETY & CONSERVATION
Since January 1, 2011 all new one and two family dwellings require installation of an automatic fire sprinkler system and, all single family dwelling units have been required to have smoke & carbon monoxide detectors installed throughout your residence.
Effective January 1, 2014, all pre-1994 one and two family dwellings require non-compliant plumbing fixtures be replaced by water-conserving plumbing fixtures whenever the property is undergoing alterations or improvements.

To schedule an inspection, please call 668-5542, ext. 2223 by 4 pm on the business day prior to your inspection request. We will make every effort to perform your inspection within the next business day. Be sure to have your building permit number, address, & inspection type readily available.
