Staff Services Assistant


DEFINITION

Under general supervision, provides a wide range of routine clerical, technical and administrative support to assigned department; assists in tracking departmental projects and activities; researches and compile information, record keeping; provides computer support to assigned department.

This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.

DISTINGUISHING CHARACTERISTICS

The Staff Services Assistant provides administrative and technical support to supervisory and management staff, including computer support on various programs for department staff. The Staff Services Assistant is distinguished from the Staff Services Technician in that the Technician performs more technical/analytical assignments with a greater level of independence than the Staff Services Assistant.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by higher level supervisory positions.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

FOLLOWING:

  • Assist supervisory and management staff in tracking and coordinating departmental projects and/or program activities, including contract, work orders and records reporting.
  • Prepare written reports incorporating research and data presentation in charts and graphs.
  • Assist others in the use of computer applications in office operations.
  • Assist in responding to requests for information from other departments, agencies and the public.
  • Investigate issues related to departmental operations and report findings to management in written or oral reports.
  • Research and investigate customer accounts and produce reports.
  • Process payments, invoices and other financial transactions.
  • Compile information and data for statistical and financial reports.
  • Assist in monitoring budget accounts and purchasing supplies.
  • Make travel arrangements, maintain appointment schedules and calendars and arrange meetings and conferences.
  • Process and track records, data and other transactions.
  • Perform related duties as assigned.

QUALIFICATIONS:

Knowledge of:

Knowledge of:

  • Principles of public administration; record keeping and filing practices; and government practices and requirements.
  • Modern office methods, procedures, administrative practices, business correspondence, filing systems and complex record keeping methods.
  • Principles, codes, regulations, and laws governing assigned program area.
  • Customer service principles, practices and techniques.
  • Word processing and spreadsheet applications.
  • Data collection and presentation techniques.
  • City Codes and regulations relating to departmental activities.

Ability to:

  • Operate a computer and other office machines.
  • Utilize various computer software programs.
  • Collect, analyze, and present data and information related to assigned program area.
  • Apply government practices, procedures and codes in the completion of assignments.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand and carry out oral and written instructions.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge

and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of experience performing duties that include clerical work, financial or statistical record keeping, records maintenance, computer applications, and contact working with the general public.

Training:

Equivalent to completion of the twelfth grade, supplemented by related college coursework.

Licenses:

Possession of an appropriate, valid California Driver’s License at the time of appointment, to be maintained as a condition of continued employment.

Physical Conditions:

Maintain the following physical abilities: See well enough to read instructions; read fine print and view computer screens; hear well enough to converse on the telephone and in person; use of hands and finger for use of computer keyboard, filing, writing and answering telephones; capable of clear speech; able to lift and carry objects weighing up to 40 pounds; climb stairs and ladders; stamina to work long hours and attend night meetings.
