Staff Services Technician


DEFINITION:

Under general supervision, performs routine technical and analytical work involving the compilation, extraction and presentation of statistical and financial data from reports, budget and special projects; performs research and prepares related reports and investigates issues related to departmental operations and reports findings to supervisors.

This classification is assigned to the Turlock City Employees Association bargaining unit for labor relations purposes and is subject to overtime assignments.

DISTINGUISHING CHARACTERISTICS

The Staff Services Technician is distinguished from the Staff Services Analyst in that the latter performs advanced journey level work assignments. The Staff Services Technician provides paraprofessional/technical administrative support services to management staff. Work is performed with a greater degree of independence than the Staff Services Assistant.

SUPERVISION RECEIVED AND EXERCISED

General supervision is provided by higher level supervisory personnel.

ESSENTIAL FUNCTIONS - INCLUDE BUT ARE NOT LIMITED TO THE

FOLLOWING:

  • Assist management in implementing, coordinating, routing, and tracking departmental projects or program activities related to procedures, reporting requirements, contract and records maintenance and other intra-departmental services.
  • Research, compile, interpret and present information and data related to assigned program area.
  • Perform a wide variety of complex, responsible, administrative, and confidential duties.
  • Process accounts payable and receivable, travel arrangements, purchase orders, schedules, and meetings and conferences.
  • Investigate issues related to departmental operations and reports findings to supervisor or others in written or oral reports.
  • Review various processes and procedures, gather input, and recommend modification or changes as needed.
  • Prepare written reports, manuals, procedures, and policies using charts and graphs.
  • Route and track a variety of technical transactions in the assigned program area.
  • Prepare written correspondence related to departmental communications.
  • Assist with procurement card processing and tracking.
  • Develop presentation materials for public presentations.
  • Respond to inquiries from the public and other departments; process and track public information and records requests.
  • Assist others in the use of computer applications in office operations.
  • Perform related duties as assigned.

QUALIFICATIONS:

Knowledge of:

  • Modern office methods, procedures, administrative practices, business correspondence, filing systems and complex record keeping methods.
  • Principles, codes, regulations, and laws governing assigned program area.
  • Principles of public administration, record maintenance, and project management practices.
  • Advanced computer skills, including word processing and spreadsheet applications.
  • Customer service principles, practices, and techniques.
  • Data gathering and presentation techniques.
  • Governmental or business budgeting and accounting requirements/processes.

Ability to:

  • Work effectively and maintain good relations with City staff, outside agencies, and community groups.
  • Learn and apply governmental practices, procedures, and codes.
  • Follow procedures, directions and policies with minimal supervision.
  • Actively participate in planning sessions and staff meetings.
  • Utilize computers and related software.
  • Collect, analyze, and present data and information related to assigned program area.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of experience performing technical and administrative work involving statistical and financial research and analysis, journey level computer applications and report writing experience, or two years of experience as a Staff Services Assistant with the City of Turlock.

Training:


Equivalent to an associate degree from an accredited two-year community college with a major in Business, Public Administration, or a related field.

License:

Possession of a valid California Driver’s License at the time of appointment, to be maintained as a condition of continued employment.

Physical Conditions:

While performing the essential duties of the position, the employee is regularly required to stand; sit; walk; use hands; move fingers to feel objects tools controls, reach with hands and arms; and talk and hear. Specific vision abilities required for this position include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus.

The employee must occasionally lift and move up to 15 pounds; the employee may occasionally be required to work outdoors in different types of weather and cold/heat.
