On January 29, 2020, The Turlock Police Department investigated a shooting incident in the 1100 block of N. Golden State Blvd., Turlock, which led to the death of Ralph Vigil, 51 years.

Early in the investigation, Officers and Detectives were able to determine there were two suspects, one male and one female. Turlock Police Detectives authored and served multiple Search Warrants in this investigation. Information from their investigation led to the identification of the homicide suspect, Jose Luis Andrade, Jr., 19 years, and his accessory, Isabel Patricia Pastran, 19 years, both residents of Atwater, CA.

Turlock Police Detectives were able to locate these individuals. With the assistance of San Francisco Police Department and California Highway Patrol, the suspects were stopped together in their vehicle in Castro Valley, CA, and arrested without incident.

Detectives interviewed both suspects as to their involvement in this homicide and they were later booked in the Stanislaus County Jail on Tuesday, February 18, 2020. Jose was booked on murder charges while Isabel was booked as an accessory to the murder.
