Tuesday, September 1, 2026Turlock Advances Toward Housing Element Compliance
Turlock, CA | September 1, 2026 - The Turlock City Council took a significant step toward compliance with state housing law on August 25, adopting Turlock's 2023-2031 Housing Element and approving the associated actions necessary to move the process forward.The Council's action follows extensive work by City staff, community participation, and multiple rounds of review and coordination with the California Department of Housing and Community Development (HCD).
In its most recent review, HCD determined that Turlock's revised Housing Element addressed the statutory requirements identified by the Department, with adoption of the Housing Element and completion of the required rezoning remaining before the City could be found in substantial compliance.
Following the City Council's action, City staff submitted the adopted Housing Element and related materials to HCD for final review. The City is now awaiting HCD's certification and determination that Turlock's Housing Element is in substantial compliance with State Housing Element Law.
“This is a major step forward for Turlock after a tremendous amount of work to get us here,” said Mayor Amy Bublak. “The Council has been clear that we want to see Turlock achieve compliance, and our unanimous vote reflects that commitment. I'm grateful to our staff and everyone who helped us reach this milestone. We have a clear path forward, and we're committed to seeing it through.”
The Housing Element is a state-required component of the City's General Plan that establishes how Turlock will plan for its housing needs through 2031. It identifies policies, programs, and adequate sites to accommodate housing opportunities for residents at a range of income levels.
“We've worked closely with HCD throughout this process, and reaching adoption and submission are important milestones,” said Planning Manager Katie Quintero. “There has been a significant amount of technical work and coordination to address the State's requirements and move the Housing Element forward. With the adopted documents now submitted, we are awaiting HCD's final review, certification, and determination that the Housing Element is in substantial compliance with state law.”
With adoption and submission now complete, the City is awaiting HCD's final review and certification of the Housing Element as substantially compliant with State Housing Element Law.
The City remains focused on completing the process and achieving Housing Element compliance while planning responsibly for Turlock's long-term housing needs.
