Major Geer Road Rehabilitation Project Moves to Construction

Turlock, CA | August 21, 2026 -One of Turlock's most significant roadway improvement projects is moving forward. On Tuesday, August 11, the Turlock City Council unanimously awarded the construction contract for the Geer Road Rehabilitation Project, marking a major milestone after nearly three years of planning, design, public input, and coordination.

The project will rehabilitate Geer Road from N. Golden State Boulevard to Taylor Road, bringing significant improvements to one of Turlock's major corridors. The project began moving through the design process in 2023 and has since undergone environmental review, final design, and extensive coordination with regional, state, and federal partners.

Community input has also played an important role in the project's development. The City held two public information meetings at different stages of design, giving residents and other stakeholders opportunities to learn about the proposed improvements, ask questions, and provide feedback as design development progressed.

“Residents have made it clear how important our roads are to them, and Geer Road is a major part of everyday life in Turlock,” said Mayor Amy Bublak. “Thousands of people rely on this corridor every day to get where they need to go. Awarding the construction contract after years of hard work is a major step forward for this project. Improving Turlock's roads remains a priority, and we're going to keep moving these projects forward and delivering results for our community.”

The City Council awarded the construction contract to Teichert Construction in the amount of $20,280,558, plus a 10% contingency. The bid came in approximately $5.9 million below the engineer's estimate.

The project is supported through a combination of local, regional, and federal funding sources. Through outside funding partnerships, the City has been able to leverage its local Measure A investment to fund a project of this scale while preserving local resources for other roadway needs. Approximately 75% of the overall project funding comes from sources other than Measure A. This includes $6.8 million in federal Surface Transportation Block Grant funding secured through coordination with the Stanislaus Council of Governments.

For Roads Program Manager Fred Pezeshk, P.E., reaching this point reflects a priority established by City leadership and years of work to turn that direction into a construction-ready project.

“Mayor Bublak and the City Council have made improving Turlock's roads a clear priority, and the Geer Road rehabilitation project is a major example of that commitment moving forward,” Pezeshk said. “Our Roads Program has spent nearly three years working through design, community input, environmental clearance, funding, and coordination with our partners to get this project ready for construction. Reaching this milestone is significant, and we're looking forward to delivering these improvements for the community.”

The project includes extensive pavement rehabilitation and reconstruction based on the condition of each section, along with sidewalk and ADA accessibility improvements, buffered bicycle lanes, upgraded traffic signals, pedestrian safety improvements including the installation of Rectangular Rapid Flashing Beacons (RRFBs), and modifications to turn lanes at key intersections.

“I commend all of the staff, professionals, and elected officials who worked hard to get the Geer Road project to construction,” said City Manager Dr. John J. Murphy. “A project of this scale takes years of planning and coordination, and reaching this milestone is a credit to the team that has worked diligently to move it forward.”

Construction will encompass the entire corridor from N. Golden State Boulevard to Taylor Road and has been organized into three phases: N. Golden State Boulevard to Hawkeye Avenue; Hawkeye Avenue to Monte Vista Avenue; and Monte Vista Avenue to Taylor Road. The project has also been structured so that work on the northern and southern phases of the corridor will occur concurrently before construction begins on the central phase.

Because Geer Road is an important route for residents, businesses, students, and commuters, the construction contract includes requirements intended to keep traffic moving and reduce impacts during construction. Geer Road will remain open, with at least one lane maintained in each direction. Regular construction hours will generally be limited to 7:00 a.m. to 5:00 p.m., Monday through Friday, excluding holidays. No night work will be allowed.

The contract allows 400 working days for construction, with completion currently anticipated in early to mid-2028. The construction schedule is subject to weather and other field conditions.

The City will provide construction updates, traffic information, and additional project details as work progresses.
