City Council to Consider Appointment of Dr. John J. Murphy as Next City Manager

Turlock, CA | June 18, 2026 — The Turlock City Council is scheduled to consider the appointment of Dr. John J. Murphy as the next City Manager for the City of Turlock during its regular meeting on June 23, 2026.

The recommendation follows a competitive recruitment process conducted over the past several months to identify the City’s next City Manager. Following multiple stages of evaluation and interviews, Dr. Murphy emerged as the leading candidate based on his experience, qualifications, and commitment to public service. The recruitment attracted a highly qualified pool of candidates and reflected the City Council’s commitment to conducting a thorough and competitive selection process.

Dr. Murphy brings more than two decades of executive leadership experience in municipal and county government, including service as a city manager and senior local government administrator. A military veteran and recent recipient of a Doctor of Public Administration degree, he has dedicated his career to public service. Throughout his career, he has been recognized for his work in public-private partnerships, economic development, community engagement, and organizational leadership.

“This is one of the most important leadership positions in our organization, and the City Council approached this recruitment with the goal of identifying the highest-quality candidate to lead Turlock into the future,” said Mayor Amy Bublak. “After a thorough and competitive selection process, we are confident in Dr. Murphy’s experience, leadership, and ability to serve our community. We look forward to considering his appointment at the upcoming City Council meeting.”

If approved by the City Council, Dr. Murphy would assume responsibility for overseeing the City’s day-to-day operations, implementing City Council policy, leading municipal departments, and advancing key strategic initiatives on behalf of the community.

Community members are encouraged to review the June 23, 2026, City Council agenda and accompanying staff report materials available on the City’s website.

Should the City Council approve the appointment, the City will work with members of the media to coordinate interview opportunities with Dr. Murphy.
