City of Turlock Takes Action to Address Fiber Installation Concerns

Turlock, CA | April 2, 2026 — The City of Turlock has been actively monitoring and responding to ongoing fiber optic installation work being conducted by Race Communications and its contractors throughout the community.

As part of the City’s commitment to protecting residents and maintaining high construction standards, City staff are conducting field inspections, responding directly to reported issues, and holding contractors accountable for compliance with all permit requirements and City regulations. As construction activity has increased, the City has escalated oversight efforts to address emerging issues and ensure compliance with City standards.

The City has identified and received reports of concerns including property damage, incomplete restoration, inadequate notification prior to construction, and work occurring outside of approved easement and right-of-way areas. The City has formally directed Race Communications to take immediate corrective action to resolve these issues and improve oversight of construction activities.

While Race Communications operates as a telecommunications provider serving the public, the City maintains authority over construction activities within the public right-of-way and is responsible for ensuring that all work complies with local standards, protects public safety, and respects private property rights. Fiber installation may occur within designated public utility easements (PUEs) on or near private property; however, all work must remain within those authorized areas and be conducted in accordance with City requirements, including proper notification and restoration.

“The City takes impacts to residents and neighborhoods seriously and expects construction activities to meet our standards,” said Christopher Fisher, Director of Municipal Services. “We are actively overseeing work in the field, enforcing City requirements, and requiring timely corrective action when issues arise to help ensure projects are completed safely, responsibly, and in compliance with City standards.”

The City has required Race Communications to:
• Address and resolve all reported property damage
• Complete restoration work to City standards
• Improve communication and notification to residents
• Ensure all work remains within permitted areas unless proper authorization is obtained
• Strengthen contractor supervision and accountability

The City is closely monitoring progress and will take additional enforcement actions, including potential suspension of work, if necessary to ensure compliance.

Residents are encouraged to report any concerns directly to the City so they can be tracked and addressed promptly.
