City Clarifies Difference Between Measure L Audit Process and Measure A Program

Measure L, a countywide one-cent sales tax approved by Stanislaus County voters, is a major component of the City of Turlock’s roadway improvement program. This fiscal year, the City has budgeted $18.6 million toward road maintenance, repair, and safety projects. Measure L funding plays an important role in supporting those improvements.

Recently, the independent Measure L fiscal and compliance audit and subsequent oversight review through StanCOG were completed. This process helps ensure participating agencies are using Measure L funds for their intended purpose of improving local roads and transportation infrastructure.

Some community members have asked whether Measure A, Turlock’s local sales tax measure, was part of that review. The City would like to clarify that Measure A was not included in the StanCOG Measure L audit or oversight process.

While both programs involve sales tax funding, they serve different purposes and are managed through separate oversight structures.
Measure L is a countywide one-cent transportation sales tax administered by StanCOG and dedicated specifically to roadway and transportation improvements throughout Stanislaus County.

Measure A, by contrast, is a local three-quarter cent sales tax approved by Turlock voters that supports public safety services and roadway improvements within the City of Turlock. Measure A includes its own oversight process through a local citizen advisory committee, which reviews program expenditures and provides community transparency.

As part of the City’s roadway funding strategy, Measure L revenues are received annually and are often combined over multiple years to support larger, more impactful road improvement projects.

By providing this clarification, the City hopes to eliminate confusion and help residents better understand how both funding sources contribute to improving roads, supporting public safety, and strengthening the overall quality of life in Turlock.
